Building Permit and Impact Fees

Impact fees are collected for new development under authority of the Growth Management Act.

Woodland collects the following impact fees: (***Impact fees are subject to change per the newest adopted fee resolutions and ordinances)

  • Transportation Impact Fees (collected for all developments)
    • As of November 6th, 2025, the TIF is
      • $8,399.67 per Peak Hour Vehicle Trip (PHVT) for commercial/industrial developments
      • $3.22 per Square Foot Gross Floor Area (SFGFA) for single-family residential structures
      • $4.54 per SFGFA for multi-family residential structures.
  • Fire Impact Fees (collected for all developments)
    • Industrial & Commercial - $.63 per square foot
    • Single-Family Dwelling - $654 (per unit)
    • Accessory Dwelling Units - $327 (per unit)
    • Multi-Family Dwelling - $308 (per unit)
  • Park Impact Fees (only collected for residential developments)
    • Flat fee for all residential types - $4,580.00 (per unit)
  • School Impact Fees (only collected for residential developments)
    • Single Family (per unit) - $5,900.00
    • Multi-Family (per unit) - $5,900.00
    • Accessory Dwelling Units (per unit) - $2,000.00
    • 1-Bedroom/Studio Apartments 800 sq. ft. or less in size (per unit) - $2,000.00
    • PLEASE NOTE: SIF increases are expected to go into effect on January 1, 2026. Ask staff for more details.
