Most projects require a land use permit and some also require building permits.

Pre-Application Conference

If you are unsure what permits you need for your project, apply through the permitting system and fill out a Pre-Application Conference Form. A pre-application conference allows applicants to have a formal meeting with the City to go over what will be required for their development project. These meetings are not an official approval or denial of a project. The intention is to provide applicants with a list of permits they will need, codes to comply with and any issues staff sees with the preliminary design of the proposal. The City will contact you to schedule a meeting. Meetings are typically held on the first and third Thursdays of each month, with the time slots of 10:00AM and 11:00AM. All meetings are held at City Hall in person or virtually. During the conference, applicants will be provided with a written summary with comments from Community Development, Public Works, Engineering, and Clark-Cowlitz Fire & Rescue.
